[edit] NPOV / Misleading
I've tidied up the style of the article a little bit, but, in the interest of NPOV and to avoid being misleading, I think that there should be a discussion and openness about the status of the proposal in regard to current transport policy - i.e. its official status, national government opinion, likelihood that it will ever be enacted. For example [1]. This would give the article more balance and authority.
I'll leave this to User:Dr Wotsit or Special:Contributions/140.203.34.75 (are these the same people?) for a week. Otherwise, I'll put something in.
