[edit] Encyclopedic voice lost?

Why the change from an encyclopedic voice to the direct quote from page 70 of http://www.fda.gov/OHRMS/DOCKETS/98fr/06-545.pdf ? I understand the need to cite sources and have references, but this information could have been inserted without completely overwriting the work of previous Wikipedians.
