[edit] Proposed merger
Both articles are related, and in creating them I did consider a single 'Rural electrification in China' topic. However each relates to a single distinct program each has scope for further expansion, and each has various external sources to enable those with an interest to follow-up the topics in the interim - hence the reason for creating them separately and including a brief overview in Energy policy of China.
