After revelation is sought, and before the calling is extended, the calling is 1. recommended, and 2. approved. The leaders follow the Chart of Callings in the Church Handbook of Instructions, Book 1, Stake Presidencies and Bishoprics, pages 43-47. After proper approval, the call may be extended. The call must be extended by the proper individual. For example, an elders quorum president must be called by the Stake President, he does not delegate that job to a counselor. Nevertheless, a counselor may call one of the members of the EQ presidency. It is often complex. Again, referring to the Chart of Callings is the wisest course to take.
