If I'm not mistaken, that means that prior to 2004 it was an unrecognized village ineligible for basic services - even ambulances and firefighters - and literally "off the map" in Israel. In fact I seem to recall reading that Bir Haddaj was declared a "closed military area" in 1978 and the inhabitans shipped off to a virtual concentration camp in Wadi el Na'am; decades later they managed, at great personal risk, to re-occupy the Bir Haddaj land and prevent it from being converted into a large farm (owned by a Jew, of course, not a Bedouin), although they were threatened with expulsion from Israel outright. Ah yes, [1] here's where I read that, in a submission to the UN from two Israeli Arab groups. (See note 22 on page 12.)
