This image illustrates a scene from the episode of The Simpsons entitled Thirty Minutes over Tokyo, which was satirising the effect of the Electric Soldier Porygon episode of the Pokémon anime on those people with photosensitive epilepsy. It is fair to use it on these articles because it is a low-resolution image which identifies and helps to describe the scene in question without compromising the creator's rights to profit from the episode. This image is a screenshot from a copyrighted film, and the copyright for it is most likely owned by the studio which produced the film, and possibly also by any actors appearing in the screenshot.
