Screen shot of Comrade Artemio and Shining Path fighters in a video aired by Peruvian news show Cuarto Poder. If this propaganda film was actually created by the Shining Path, I'd say that it's more or less GFDL, seeing as the Shining Path murders peasants for small-scale trading in markets and calls for the immediate abolition of all private property. It also would be unable to sue in a court in the United States, as it has been designated a terrorist organization. If the image was actually created by Cuarto Poder, which I believe is the case, it's fair use as it's impossible to get a free image of Artemio and his band, since they are all fugitives, and it is of low quality. While this may not be "iconic," the propaganda film itself is noteworthy, and is mentioned both in Shining Path and Comrade Artemio. Also note that images of Shining Path fighters are very hard to come by, as the group has allowed itself to be filmed only a handful of times
