""when it was peacefully returned to Egypt after israel was defeated in 1973 war.""

This sentence is total BS. Israel was only "defeated" according to Nasser and Arab propaganda in general. Any rational observer would call it an Israeli victory, as evidenced by the fact that they didn't give Al Arish back until 1979, long after the war. It was handed over voluntarily by Israel under the Carter-moderated peace accords.
