This is a photo of the Chehalis River at Aberdeen Washington, apparently looking northwards. Its source is the National Oceanic and Atmospheric Administration website at http://www.photolib.noaa.gov/htmls/line2188.htm which turn reports that the photo was first published in 1912. The NOAA website claims no copyright for the photos on this site. So this is either a U.S. government work (no copyright) or a public domain document (published before 1923).
