• The image captures Abubakar in his most public of roles - addressing the world at the UN - and uniquely conveys the importance of Abubakar while Head of State of Nigeria. Since Abubakar appearance has changed significantly in the past ten years and he will no longer be appearing before the UN since he is retired, no free equivalent is available or could be created that would serve the same encyclopedic purpose.
• Use of the image will not harm commercial opportunities to use the image, and will not reduce or supplant demand for merchandise that makes use of it.
