[edit] Some clarification (hopefully not redundant or worthless)
This single IP is shared by an entire secondary school in England. In fact I shall just say that it is used by every person in my school. Note that I do NOT represent the school.
I recognise a remarkable number of us (I presumptuously include myself) have only been trying to contribute to the encyclopedia by sensibly editing articles, and never tried to practise vandalism. So I tend to believe there are a only small number of students trying to mess about on Wikipedia, which made many of us innocently blocked from editing.
This text might not have solved anything, and is not expected to at least directly cause any form of special or dedicated treatment for this IP (e.g. manual un-ban-ning). Well, nor do I think it is necessary or reasonable to have such treatment. This is just to make myself feel better, as well as attempting to have fewer people showing disgust towards the appearance of this IP address that can in some sense represent ourselves.
I may try consulting the network administrator when I come back from summer break, which started just today. I hope we could come up with a good solution that can be applied to the network without much problem.
By the way, It would seem unnnatural if I apologise here, since I can not represent anyone here in my school, nor am I subject to bearing the responsibility to do so.
...There hasn't been much organization in this text really. Anyway, see ya.

It explains that the people who try and use Wikipedia seriously at my school are being blocked because of other people using the IP to vandalise. I will try and work a system out whereby this doesn't happen, but until then can you be patient and bear in mind that this school is not full of vandalisers, and then hopefully this IP won't get a bad name.
