This is a school IP address - Tawa College to be precise. Sadly, some people cannot follow this policy properly.

I believe that one of their main reasons for going onto Wikipedia is to get everyone banned, and this ruins it for people like me.

I do not know exactly who vandalised under this IP, however, under a previous IP, someone named Hoburn used this account to vandalise Wikipedia (not sure of his last name).
