The article is worded as though it was a new discovery announced on wikipedia. This would count as original research. Your reference did not match any journal that I know of, however now that you ask for a review, the submission was a copyright violation of the abstract of http://arxiv.org/ftp/cond-mat/papers/0311/0311479.pdf.
