In 1928 the "Asociación Amateurs Argentina de Football" Primera División was expanded to include 36 teams. The teams played in a single league with each team playing the other only once.

Teams finishing in the bottom 4 for two consecutive seasons were relegated, Porteño were relegated under this rule. Liberal Argentino were also relegated.
