[edit] Ira Kaplan related to Oren Kaplan?

I think the two might be related... They even look identical. Does anyone know for sure?

(Oren Kaplan is a guitarist from Gogol Bordello)

This is very unlikely. Kaplan is a very common Jewish last name. To the best of my knowledge Oren Kaplan is Israeli, although he worked in the States in the last few years.
It's possible, of course, that they have a common grand-grand-father. (Abraham, if all else fails...)
