Hello -- I saw your question on the Ref Desk Guidelines talk page. That specific page is for discussion of the ever-evolving Guidelines for the Ref Desks, so your question might not be seen or answered very quickly there. But leaving that aside, you don't have to sign up or pass any tests anything like that; just Be Bold. You should read through the guidelines of course, but in a nutshell they are "be nice, provide references, and don't confuse the desks with an chat room or general forum."
