This image drawn from the copyrighted image of the cover of Wonder Woman (1942) #175 is deemed a fair use of the image for a number of reasons:

It is only a fraction of the whole cover
It is directly referenced by the linked artile, Evil twin, and placed adjacent to the reference.
The image is therefore being used solely for informational purposes, specifically, to show that the words "Evil twin" do indeed exist in print on a comic cover. It's inclusion "adds significantly to the article because the photo and its historical significance are the object of discussion in the article".
