The stated goal of the foundation is to achieve equality in political representation, economic and civic participation and leadership development in the region. Their efforts include public advocacy, coalition building and grantmaking. The Executive Director of WGF is Heather Arnet.[1]

WGF was established as an independent 501(c) (3) in 2002 and has grown to include a donor base of several hundred individuals.
