Reason for the deletion request: PD is being claimed based on the belief that New York World-Telegram & Sun is the copyright holder and has released (via gifting) the image into the public domain. Image source does not explicitly state the author, but, under "notes", states "Associated Press photo. New York World-Telegram & Sun Collection." The verbiage implicitly indicates that the Associated Press is the author, not New York World-Telegram & Sun. The rights information link supports this implication, as it states "A small portion of the photographs were taken by NYWT&S staff photographers, and are in the public domain per the instrument of gift. These photos can be recognized by such stamps as 'World-Telegram photo' or 'World-Telegram photo by Ed Palumbo.'". This image contains no such stamp(s). The rights information page states "These photographs may be restricted by copyright." The LoC site itself says "Publication may be restricted". As an image created in 1948 (well after the 1.1.1923 cutoff), it would not be expected to be PD due to age.
