This is a white layer for Image:BlankMap-World-v5.png which covers over the thin lines between states. (the image consists of white for oceans & borders, and transparency for countries - when you click on full version it will look like a blank screen but save it anyway) see also: ocean layer
Note: the other map sometimes gets updated so that there can be inconsistencies with this - a couple areas to be careful which are different in some maps: Armenia-Azerbaijan area, Gambia-Senegal area, Svalbard
