original white paper had Knaresborough and Harrogate being part of the West Yorkshire county, in the same district as Leeds.
Rothwell was proposed to move from Leeds -> Wakefield
a government amendment kept Kearby with Netherby, Sicklinghall and Weeton in North Yorkshire rather than in Leeds district

As I understand it, the capital (i.e. the location of the government of the county) was always Wakefield, not Leeds. Leeds was only ever the largest city and commercial heart. 77.97.137.23 20:15, 8 March 2007 (UTC)
