Unfortunately, it's not a pre-1923. It comes rather from an about 1949 text, Webster's biography Spacious Days. I've written an email of inqery to the Freemasons who posted it on the web. He's my pasting of their response:
Hi Ludivikus,
No, we do not hold the rights to any photographs of Nesta H. Webster.
"Spacious days : an autobiography" was published in 1949 by
Hutchinson & Co., London,. who merged with Century Publishing in 1985
to form Century Hutchinson, and was folded into Random House UK in 1989.
I'm not aware of any subsequent reprint but assume that--if anyone
does--Random House still holds the rights.
