Concerning the 01:44, 20 April 2007 edit by Tugbug (me): It seemed inappropriate to me to have such a large and detailed article for a U.S. govt. agency that was proposed, but never created. Also, many of the external links and "see also" links were only slightly relevant (e.g., nuclear weapons, globalization). I think that the weather control article covers most of the relevant topics quite well, and any work that might have gone into this article should really go into that one.
