The Waterkite is a Hydrofoil-Powered, Shore-Based Swiftwater and Flood Rescue System. It can be used on shore to rescue still alive flood victim's drowning in flood water. The Waterkite works by scanning for victims then it dives underwater and brings the drowning victim to the surface just like a person dragging out a person from the floodwater. It is worth $2750.00 USD and can be used in water that is too rough for a human to go into. It includes gear to help find and help the victim survive the flood. It can be control by humans because the Waterkite can be control on shore by a tether.
