I guess not. I'm going to remove the banner. One alternative is to rename the article. I don't see the immediate need to do that, but wouldn't oppose someone doing it. - Bevo 20:51, 16 October 2007 (UTC)
Canada, China, Imperial Japan, Nazi Germany and Romania issued similiar bonds during the Second World War. There may be others. 71.92.157.249 (talk) 19:14, 20 March 2008 (UTC)

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
