I do not believe the copyright information for this image is necessarily correct. The Coast Guard Auxiliary Association is a non-profit, non-governmental organization that raises funds for the Coast Guard Auxiliary, and has in the past been responsible for the creation of the designs on these stickers, although I don't know about this particular design. It is at least based on earlier designs. This one, however, does have the logo for United States Power Squadrons on it, and that is also not a governmental organization. Also, governmental work based on copyrighted work of others does not release that copyrighted work automatically to the public domain.

Now, if anybody would mind the usage of this emblem in a given case, I have no idea.
