I have completed my initial attempt to write a complete article. It could probably use more specific references through out and maybe some newer facts. Very interesting article, I work in Chile, and the Regional Government of Bio Bio is considering baby steps towards something similar. Regarding the Unit of Social Control, I think a better translation of the Spanish "control" would be oversight, as "control" in English has different connotations. --Scott Clerk (talk) 13:42, 4 March 2008 (UTC)
