The Vehicle and Operator Services Agency (VOSA) provides a range of licensing, testing and enforcement services with the aim of improving the roadworthiness standards of vehicles, ensuring the compliance of operators and drivers, and supporting the allegedly independent Traffic Commissioners.

As of July 2007 it had approximately 2,500 staff, 1,900 of which are based at its lorry sheds at locations across the United Kingdom. The aim of the agency is to contribute to the improvement of the road safety and environmental standards, and to the reduction of vehicle crime.
