The Van Noorden Index is an Oxford-specific inflation index used by the colleges of Oxford University for the purpose of adjusting colleges' rents after each academic year. The index is named after Roger Van Noorden[1], the bursar of Hertford College who created it in 1981. The inflation figure is calculated each year by the Estate Bursars Committee of the Conference of Colleges and is used by the bursars of the university's colleges as a baseline for the increases in colleges' rents[2]. The index is very controversial amongst Oxford's students as the Van Noorden inflation rate is usually about 4-6%[3], higher than national inflation, and the method for calculating the inflation rate has not been made public.
