Though the picture is subject to copyright I (Peregrinefisher) feel it is covered by the U.S. fair use laws because:

• it is a still of a television episode with promotional text;
• it does not limit the copyright owners rights to sell the episode in any way;
• it illustrates the subject in question and aids commentary;
• The copyright is most likely held by the studio that made it, GONZO.

That's boilerplate: The key here is whether it harms the owners of Vandread and/or help us. It doesn't hurt them, it might even help promote their product (it is a promo photo). It also helps wikipedia. It conveys information that a user, especially someone who doesn't know about subject, needs.

This is a copyrighted image that has been released by a company or organization to promote their work or product in the media, such as advertising material or a promotional photo in a press kit. The copyright for it is most likely owned by the company who created the promotional item or the artist who produced the item in question; you must provide evidence of such ownership. Lack of such evidence is grounds for deletion.
