Due to the lack of any public domain/commons images of Atal Bihari Vajpayee in relation to the '99 Kargil War and since this photo specifically conveys the mood in India after the 1999 elections (after Kargil War), it is believed that this image is fair use. Further, the specific image does not have a free alternative and its inclusion would improve the readability of the paragraph which states that Vajpayee led government won a second term, largely due to the kargil incident.
