Hi. Regarding your recent post to the noticeboard, it's a courtesy to drop an admin a note at their talk page if you think s/he has done the wrong thing, giving them a chance to explain themselves before you post to a noticeboard. It's courtesy to do this for any other user in good standing and possibly those not in good standing too. Often what appears to be abuse is in fact either a good faith error, or the result of a different interpretation of policy.
If you are unable to resolve the issue through discussion then there are a variety of avenues available through Wikipedia's dispute resolution process. A post at a noticeboard is a good idea when an attempt to resolve the issue directly has failed, or needs greater input. It is always important to assume good faith when it is reasonable to do so.
