This is U.S. Highway 151, about eight miles southwest of Dubuque, Iowa. The highway is currently being rebuilt as a four lane highway from Dubuque to Cedar Rapids, Iowa, the construction equipment is being used to rebuild the approach to the new four lane section of highway. I took his photo in July 2004.
