The US Emergency Energy Plan (USEEP) is a privately created and funded Energy Civil Defense plan.
The goal is that any American can survive without any physical ill effects for 1 week disconnected from the energy grid. And survive indefinitely with out oil or gas if connected to the electrical grid.
The US uses about 100 quadrillion BTU

U.S. oil consumption is approximately 20 million barrels per day (3,200,000 m³/d), yet production is only 6 million barrels per day (950,000 m³/d).
Lets say it can produce 25% of the oil it uses.

Determine what of its energy usage is luxury vs necessity. And make sure that everyone can store or self generate enough energy for necessities for 1 week. And that necessities can be provided by the electrical grid.

The majority of this energy is derived from fossil fuels: in 2005, it was estimated that 40% of the nation's energy came from petroleum, 23% from coal, and 23% from natural gas.
