Sounds like: the number of [non orthopedic cast]-enveloped hands is limited, but there may be plenty [orthopedic or other type cast]-enveloped hands available. I've added a hyphen to make it sound more as intended: the number of non-cast-enveloped hands is limited. May want to take out the word "orthopedic" though, cause it still sounds real confusing.
