This utility template is intended to allow WP:KIS to include a User label template for people in the U.S. to indicate any of 50+ states of residency without needing to have 50 different templates.

The first parameter specifies either a state or an abbreviation.

Parameter "action":

• expand - converts the abbreviation to a full state name
• abbreviate - converts the full state name to an abbreviation
• omitted - toggles either to the other

Parameter "short":

• omitted or "no" expands Georgia to Georgia (U.S. state)
