[edit] Merge User no and User nn?

I think the category User nn should be merged with User no.

Now that there have been created separate babel templates for bokmål and nynorsk, I suppose it is OK to keep all of

• User nb-1
• User nb-2
• User nb-3

and

• User nn-1
• User nn-2
• User nn-3

But I think it makes sense to have just one common category User no-4 for fluent speakers and one common category User no for all users of the Norwegian language, regardless of whether they write Bokmål or Nynorsk.
