The article appears notable but needs work. Eliminate the inappropriate capitalizations. Shorten/tighten all the main text. There are improvements to be made to spelling, grammar and punctuation. I might describe what the executive council officers do and eliminate the names. If the article deserves to be here, it deserves some serious work.
