Extracted from PDF version of the 1997 NCS Annual Report (direct URL [1]), and colorized based on Image:USIASeal.jpeg. The eagle was replaced with the one from Image:US-DeptOfState-Seal.svg, since it is colorized but otherwise identical.

In 1999 the agency was merged into the Bureau of Public Affairs which is the part of the United States Department of State. This work is in the public domain in the United States because it is a work of the United States Federal Government under the terms of 17 U.S.C. § 105.
