The documentary picture illustrating the historic event and is impossible to replace. The owner of copyright is impossible to determine. The image is of low resolution, publicly available (founf in a book written not by the image's copyright owner) and in no way affects anyone's ability to make profit. Therefore, it is asserted that the usage of the picture in the WP article for the informational purposes by the non-profit WMF falls under both the FU exemption of the US copyright law as well as the narrower FU policies of the English Wikipedia.
