The image is from a record sleeve of the split single by former Yugoslav hardcore punk bands Patareni and U.B.R., released by the label Falšanja Kol'ko'š Records with a catalogue number: #002. As a single cover it qualifies for fair-use. It has also an appropriate "cover of an audio recording" licencing tag.
The source is the cover of the album itself from which the photo has been taken
