The name of the stadium isn´t Willhelm-Langrehr-Kampfbahn, the name is Willhelm-Langrehr-Stadion. The TSV Havelse plays in the "Niedersachsenliga West". I come from germany, so my English ist very bad. Sorry. I´m a user from the german wikipedia.
