Though the picture is subject to copyright I (Jack Cox) feel it is covered by the U.S. fair use laws because:

it is a low resolution still of a television episode;
it does not limit the copyright owners rights to sell the episode in any way;
it illustrates the character in question and aids in commentary on the particular character.
The copyright is most likely held by GONZO.
