18E had strengthened and became Tropical Storm Paul. The storm was located near 11.7N 119.8W at 15:00 UTC. Paul had been moving in a west-northwesterly direction at 10 knots with maximum sustained winds estimated at 35 knots, gusts to 40 knots.
