Based in Washington D.C., the TrueSpeak Institute, an organization created by James E. Guirard, scrutinizes the usage of language in public affairs. The newly formed institute has been critical of the commonplace adoption of "jihad" by the American media in reporting the activities of Islamicist terrorism. Guirard has argued the attribution of similar language in the media to the doctrinal message of terrorists—for instance, the use of the word "jihad" to refer to terrorism—confirms a righteousness in the terrorist cause, although the intended meaning of the word in the media was entirely different.
