"Measurements specifically of ground-level ozone require in-situ monitoring with 2004 technology." This sentence needs clarification, what is meant by "2004" technology?

Perhaps something should be said about NO2 being produced in car engines as well and so the reaction can carry on from the step where NO2 is produced without any of the previous steps occurring.
