В основу договора положены ленинские принципы устройства союзного социалистического государства. В нём зафиксированы конституционные основы СССР, определены верховные органы государственной власти и государственного управления СССР, установлено, какие вопросы входят в их компетенцию, зафиксирован порядок избрания и нормы представительства делегатов съезда Советов СССР, порядок созыва съездов Советов и сессий ЦИК СССР, определён состав Советов Народных Комиссаров СССР и союзных республик, предусмотрено учреждение других центральных органов. В договоре регламентированы общие принципы нормотворческой деятельности и подчинённости государственных органов СССР и союзных республик, установлена система соподчинения актов, издаваемых союзными и республиканскими органами, что имело большое значение для обеспечения государственного управления в условиях федеративного устройства страны. Договор установил единое союзное гражданство для всех граждан союзных республик и зафиксировал право свободного выхода из Союза каждой из союзных республик.

Is there another translation for this treaty? A google search doesn't bring up many non-wiki results. - FrancisTyers 23:35, 9 November 2005 (UTC)

Surprize! "creation of the Union of Soviet Socialist Republics" or (treaty + "creation of the USSR") do not deliver much relevant hits either. On the other hand, it turns out that the correct form would be "treaty on the creation..." mikka (t) 01:06, 10 November 2005 (UTC)
