I do not believe the Treaty of Breda makes any mention to the Scots raising an army on Charles' behalf, which would imply that they intended to make aggressive war on the Commonwealth, by no means certain at the time. The concessions and promises Charles made at Breda simply allowed him to wear the Scottish crown as a 'Covenanted King'. It was finally placed on his head, incidentally, at Scone, not Edinburgh.
