I had always believed this title was given to the oboe.

"These are the souls that time men's tries" is a triple pun, which was originally used in a headline in the NYTimes.
There's only a few perfect triples in English. Another is the sign to Ken Kesey's ranch: "No Left Turn Unstoned".
Again, this article SUCKS.
