[edit] A few notes
1) "As Picard and Worf left, the council surrounded Toral - as if to issue a proclamation of discommendation against him. It's unclear if this is what happened or not." I have just viewed the episode, and the council appears to be surrounding Kurn - who had returned the dagger to Gowron - not Toral, who was standing barely off-camera.
2) The Memory Alpha link does not lead to the correct article.
